1. Pillar mapping
Every indicator is assigned to one thematic area, and every area to one ESG pillar. The table below shows all areas currently scored, with the number of underlying indicators each one aggregates; the indicator catalogue lists all 278 of them one by one.

2. Polarity register
The sign of every indicator (whether a higher value means more or less ESG risk) is fixed in a human-signed register (lib/polarity-register.mjs) with a written rationale per indicator, a first reviewer and a slot for the second reviewer. No sign is inferred from an indicator's name anywhere in the pipeline: an indicator that reaches the scoring step without a signed entry fails the build, and an external source whose declared sign disagrees with its entry fails it too. Entries flagged as owner decisions are applied as recommended and listed for confirmation.

3. Normalization
Absolute totals (ammonia, drinking-water abstraction, Ramsar wetlands, threats against journalists, remittances) are first converted to intensities per inhabitant or per km2 (intensityTransforms); totals that already have a normalised twin in the source are not scored (hazardous waste in tonnes and per unit of GDP, material consumption in tonnes and per unit of GDP, tonnes of separately collected waste, plant counts, road-death counts). The v1.2 environmental counts and totals arrive as intensities computed in fetch-environment.mjs: Seveso establishments per million inhabitants, ISPRA emissions of SOx per km² and of NOx and primary PM2.5 per inhabitant; for each, the form that passes the duplicate screen is scored and the other form is disclosed in the polarity register. Then min-max normalization to 0-100 across the 20 Italian regions using each indicator's most recent available year. Polarity inverts the scale where higher raw values indicate higher risk. 100 = best-performing region (very low risk), 0 = worst (very high risk). Scores are carried at full precision through every aggregation step and rounded only for presentation, always to the nearest integer (map, score cards, ranking table, region pages and Annex C of the methodology document); ranks are taken on the unrounded values. Risk bands are assigned on the score rounded to the nearest integer. Exception: categorical classes are absolute ratings scored on a fixed scale rather than min-max: hazard classes (ThinkHazard! coastal flood and tsunami, DPC volcanic class: none/very low=100, low=67, medium=33, high=0), the health recovery-plan regime (no plan=100, plan administered by the region=50, plan under a commissario ad acta=0) and the stage of the regional climate-adaptation strategy and plan (strategy and plan=100, strategy=67, path started=33, other initiatives only=0; Trentino-Alto Adige takes the resident-weighted mean of the Bolzano and Trento classes). 4. Aggregation and ranking
Indicator scores average (equal weight) into thematic groups: the BES domain or SDG goal for ISTAT indicators, and for external sources either a cross-provider group (Physical hazards, Projected climate hazards, Emissions and transition risk, Biodiversity and land, Forests, Hydrogeological hazard, Air quality, Pollution pressures, EU-funds delivery, Public finance and payment discipline, Health governance, Climate governance) or the BES domain that measures the same theme (EQI joins Politica e istituzioni, old-age dependency joins Salute, the EEA waste-water treatment compliance share, perceived noise and ISPRA net land take join Ambiente, the EEA bathing-water classification takes the place of the ISTAT bathing series in SDG Goal 14), as recorded in thematicGroups. The v1.2 administrative-performance groups read what the regional administration runs: its health service (Ministry of Health LEA scores and recovery-plan regime), its debt and payment discipline (Banca d'Italia, MEF-RGS) and its delivery of EU funds (2014-2020 and 2021-2027 cohesion programmes, PNRR); they sit in G because they describe the quality of the administration, not the well-being of residents. Every group holds at least minGroupSize indicators. Group scores average into E, S, G pillar scores; pillars combine into the total using pillarWeights. For NUTS 2 external sources (EQI, Eurostat), the provinces of Bolzano (ITH1) and Trento (ITH2) are averaged into Trentino-Alto Adige. Pure economic outcomes (GDP per capita, investment rate, loan default rate, manufacturing value added and employment shares, GDP and productivity growth) are not scored: they describe the level of the regional economy, not its ESG risk.
Each thematic area carries equal weight inside its pillar, and pillar scores combine into the total with the following weights: E 33.3% · S 33.3% · G 33.3%. The weighting scheme is configurable and is the future hook for rebalancing against external country ratings.
Regions are ranked on the unrounded total and on each unrounded pillar score (1 = lowest risk). Regions with identical unrounded scores share a joint rank (competition ranking: 1, 2, 2, 4). Because min-max scaling pulls every pillar's mean toward the middle of the scale, pillar levels are not compared with one another ('E is the strongest pillar'); regions are described by their rank within each pillar ('2nd of 20 on G').
Why pillar levels are not compared
The national pillar means are E 56, S 55, G 56: within two points of one another, because min-max scaling gives every indicator a best region at 100 and a worst at 0 and averaging pulls the means to the middle. A difference between pillar levels therefore reflects the distribution of the underlying series, not a national strength or weakness. The site describes regions by their rank within each pillar instead.
Income dependence
The total correlates r = 0.88 with GDP per inhabitant in purchasing power standards (Eurostat nama_10r_2gdp, 2024), and the Social and Governance pillars correlate r = 0.85 with each other: a large part of the ranking restates the North–South income gradient. The scores are not adjusted for income — the observed level of risk is what a user assessing exposure needs — and GDP per capita is not a scored indicator.
5. Deduplication and thematic groups
ISTAT publishes many indicators in both the BES and SDG frameworks under the same indicator code. Each such indicator counts once: the vintage with the most recent data year is kept (tie goes to the SDG file, the more recently curated publication), and the survivor is grouped under its BES domain so the thematic structure stays stable.
Beyond identical codes, the Pearson correlation of the latest raw values across regions is computed for every pair of admitted indicators. A pair with |r| >= 0.99 is one variable published twice: exactly one member is kept under a documented decision (the fresher vintage; on a tie the BES publication or the primary, non-derived measure) and the other is listed among the exclusions. Pairs with 0.95 <= |r| < 0.99 are kept and listed for review: they measure distinct concepts that co-move across regions. Every pair is also read by name, whatever its r, for the same measure published under two codes (two age bands or recall windows of one survey variable, two tails of one distribution, a threshold version of a published share); such a pair is resolved in the polarity register like a duplicate, one member kept under the same tie-break (duplicate audit of 29 Sep 2026). An undocumented pair above the duplicate threshold fails the build.

Forward-looking physical climate risk, the only projected indicators of the rating (v1.2 missing-indicator review of 28 Sep 2026): the change between 1995-2014 and 2040-2059 of three hazards, days with a maximum above 35 °C (heat), the 12-month standardised precipitation-evapotranspiration index (drought) and the wettest day of the year (extreme rain), under the high-emission scenario SSP5-8.5 that ESRS E1 (AR 11) asks physical-risk analysis to consider (CMIP6 0.25° bias-adjusted ensemble median, World Bank Climate Change Knowledge Portal, regional means). Present-day levels are already read by observed series (cooling degree days; BES warm-spell, extreme-rain and dry-spell days), and projected levels correlate at 0.94 to 1.00 with the historical run, so only the change is scored. Of the eight projected variables screened, consecutive dry days, the hottest day of the year and tropical nights failed the duplicate screen; the 5-day rainfall maximum (r = 0.60 between SSP2-4.5 and SSP5-8.5) and days above 50 mm (whose SSP2-4.5 change duplicates the observed extreme-rain days, 10AMB026, at 0.84) read the same hazard as the wettest day, less robustly. Regional values under SSP2-4.5 correlate at 0.99 (heat), 0.97 (drought) and 0.80 (rain) with those under SSP5-8.5.

GHG emissions per capita, carbon intensity of GDP and carbon-intensive employment describe one theme (climate change mitigation and transition risk, ESRS E1); an emission level per head is not a theme of its own. From v1.2 both emission measures come from the ISPRA national inventory (2023 provincial disaggregation; CO2, CH4 and N2O), which replaced the EDGAR-based OECD regional series by owner decision of 28 Sep 2026 (one source per theme, the most trusted and the most recent). The energy performance of the housing stock joins the theme in the missing-indicator review of 28 Sep 2026: the mean energy class of dwellings certified in 2025 for a sale or a rental (ENEA SIAPE, all ten classes from G to A4), the transition risk that the minimum energy performance standards of the recast Energy Performance of Buildings Directive (EU) 2024/1275 place on property owners.

Ambient air pollution is the largest environmental health risk in Italy and was read by one indicator only until v1.2 (BES PM2.5 exceedance share, 1 of 19 in the Ambiente domain). ISTAT publishes the ISPRA measurements for the 109 provincial capitals but no regional aggregate; the capitals are aggregated here as a mean weighted by the population of the province each capital represents. Three pollutants with distinct sources form the theme: PM10 days above the daily limit value (Directive 2008/50/EC, 35 days), NO2 annual mean (traffic and combustion) and ozone days above the long-term objective (summer photochemistry). The PM10 annual mean (r = 0.91 with the PM10 exceedance days) and the PM2.5 annual mean (theme already scored by BES 10AMB020; r = 0.83 with soil sealing) were screened out. Weighted once so that the theme counts as one Ambiente-sized voice in E.

Three pressures that the concentration and condition measures do not read, each from an ISPRA inventory (v1.2): major-accident hazard (Seveso III establishments per million inhabitants), anthropogenic emissions of the main air pollutants (SOx per km², NOx and primary PM2.5 per inhabitant, 2023 provincial inventory) and nitrate contamination of groundwater (share of stations at or above 50 mg/l, 2020-2023). The five members correlate at most at |r| 0.63 with one another and at 0.76 with the Air quality and transition-risk members. Weighted once, so the three emission series count as three fifths of one theme rather than as three themes.

Perceived noise (households reporting noise in their area, ISTAT AVQ 2025) joins the same domain by owner decision of 28 Sep 2026, an accepted exception to the duplicate rule (r = 0.90 with overcrowded housing; see the polarity register). Net land take (ISPRA-SNPA, 2024: new consumed land net of restorations per hectare of territory) joins the domain in the missing-indicator review of 28 Sep 2026 as the yearly flow of the soil-sealing stock the domain already reads (10AMB018; r = 0.67).

Two outcomes of the hospital networks that the region plans under DM 70/2015 join the theme in the social-candidate review of 28 Sep 2026, both risk-adjusted by the AGENAS National Outcomes Programme (PNE 2025, discharges of 2024): the share of hip fractures at 65+ operated within 48 hours, by region of residence, and the 30-day mortality after acute myocardial infarction, as the case-weighted mean of the region's hospitals. They correlate at 0.02 with each other, and each reads a different side of the group (hip-fracture timeliness 0.56 with the NSG CORE minimum, infarction mortality 0.54 with the recovery-plan class). Population health itself stays in the S factor (BES Salute).

The domain's survey measure of households reporting difficulty in reaching services (12SER004) reads a different construct (r = 0.17).

An indicator whose most recent regional value predates 2020 is flagged as stale on the region pages and listed here. No data-age cut-off is applied to the score (decision taken in v1.0 and kept in v1.1 and v1.2); instead each stale indicator carries a note on why no newer regional edition exists, and indicators superseded by a newer edition of the same survey are retired through the polarity register (v1.1: the 2014 violence-against-women measures, replaced by the 2025 survey scored as SDG-258; v1.2: the 2019 coastal-bathability share, replaced with the ISTAT bathing-water series by the EEA site classification for the 2025 season).
